Concrete Structures & Floors (CSF) is pleased to announce its appointment by Castell Construction for groundworks and concrete frame works at Factory Road, Newport. The contract supports a six-storey apartment development for a local housing association and brings together structural construction, drainage and the external infrastructure needed to serve the new homes.
CSF will construct the first three floors of the concrete frame. The wider contract also includes all aspects of storm and foul drainage, civil engineering, highway and footway construction, a SuDS-approved attenuation tank and porous car parking bays.
Housing developments depend on much more than the visible building. Below-ground services, the structure and surrounding access areas each have an important place in the construction programme. At Factory Road, CSF’s appointment combines these disciplines within a broad groundworks and concrete construction package.
Working with Castell Construction, CSF will contribute to the early structural stages of the apartment building and the infrastructure around it. The project offers an opportunity to bring our groundworks, civil engineering and concrete-frame capabilities together on a residential development in South Wales.
The building is planned as a six-storey apartment scheme. Within that overall development, CSF’s concrete-frame scope is the first three floors. This distinction defines the structural package clearly and reflects the role CSF will play in the opening stages of the building’s construction.
Groundworks and frame construction are closely connected parts of a development. Their coordination helps establish the transition from below-ground works to the rising structure, with site activities planned around the project specification and the main contractor’s programme.

All aspects of storm and foul drainage are included in CSF’s package. These works are an essential component of the development’s servicing infrastructure and will be delivered alongside the other civil engineering activities within the contract.
The scope also includes a SuDS-approved attenuation tank and porous car parking bays. These features place the project’s surface-water management requirements within the same package as its groundworks and external construction.
At this stage, the focus is on delivering the specified works. The appointment announcement describes the agreed contract scope, while future progress updates can document how the construction develops on site.
CSF’s responsibilities extend beyond the concrete frame and drainage. Highway and footway construction are also part of the contract, together with the porous car parking bays. These works will help form the access and external areas serving the completed apartment development.
Bringing civil engineering and external works into the same appointment allows the building’s surrounding infrastructure to be considered alongside its groundworks. Each part of the package must relate to the wider development, from the below-ground services to the finished pedestrian and vehicle areas.
